The Best Chocolate Cupcakes W/ Strawberry Frosting

Ingredients
Chocolate cupcakes
2 cups flour
1 1/2 cups granulated sugar
3/4 cup cocoa powder
2 tsp baking soda
3/4 tsp baking powder
1 tsp salt
1 cup milk
1/2 cup oil
3 eggs
3/4 cup hot water
Bake at 325F for 15-20 minutes
Strawberry Frosting
2 cups unsalted butter, softened
6 cups powdered sugar
1 1/2 cups freeze dried strawberries
1 tsp vanilla extract
1-3 tbs heavy cream, depending on consistency
