Pepe Marti, who got into Ido Cohen's path, avoided any penalties for rejoining because he was following a marshal's instruction. Gabriele Mini had come together with Pepe Marti just before this incident, so he was the one who was penalised with a five-place grid penalty.

Esteban Ocon made his mandatory pitstop at the last opportunity, everybody knew there would be at least one car (Ocon) entering pitlane - except, apparently, the organizers who prepared pitlane for the press/photographers and let them out there before the race was over.

But it appears that there was some miscommunication with the press, they weren’t supposed to be there for their own safety, I’m sure it was against the regulations, they just wanted to get their job done as soon as possible I’m sure, but then this hard to believe scene happened…
