Sift the almond flour and powdered sugar into a bowl. Discard any larger bits that can't pass through the sifteIn a separate bowl, beat the egg whites until they are frothy. If you'd like, add a pinch of cream of tartar to help stabilize the meringue. Gradually add granulated sugar while continuing to beat. Keep beating until you achieve stiff, glossy peaks.
