The limits are 100Wh or 27000mAh. A regular power bank uses 3.7V cells, so 27000mAh would be 99.9Wh (3.7V * 27Ah), so that's why it's these values.

Ah/mAh without context is the dumbest metric. The same battery can have an advertised 27,650mAh, but an actual mAh rating of 3,950mAh. (Yes, the SAME battery pack) That’s because you can have different nominal voltages and cell configurations. Air travel is ALWAYS based on Watt Hour capacity, never Ah/mAh. A 99Wh NiMH battery pack in parallel would be 82,500mAh while a 99Wh Li-Ion pack in parallel would be 26,750mAh. Both batteries would have the exact same total useable energy and be compliant with air travel. Considering newer LFP batteries (lower nominal voltage than 3.7v) are becoming more popular, mAh ratings will become less and less relevant.

Juice/Anker are probably the best known brands that actually perform to the spec. Goodmans at your local B&M stores offer the best budget power bank of 10,000mah (some stores stock the new 20,000mah whilst stocks last). Wouldn't trust any power bank of that capacity without knowing the brand, pricing, and actual test of its spec. Not to mention what would happen if it were to explode without warning from overheating overcharging.

There is a huge difference between 60Ah Li-Ion and NiMH pack. When was the last time you used mAh when plugging in a toaster? Never, because the Ah coming out of the high voltage outlet is different from the Ah coming out of the low voltage DC source.
