Good discussion but felt it was very one sided.. Few points to ponder looking from another perspective. 1. Powers to PRIs & ULBs haven't been a reality in spite of the constitutional mandate given 25 years ago via 73rd & 74th amendments.. Kerala is an exception due to historical factors, rise of communism etc.. Thinking kerala model can be replicated everywhere is not being in touch with reality. 2. Most states in india develop around the capital - be it Maharashtra, Erstwhile AP, Tamilnadu etc. 3. Assignment of a capital will lead to development primarily due to economies of scale. For example, 10,000 advocates in kurnool -> 30,000 family -> Daily needs, entertainment etc -> Shopping malls, theaters, schools etc -> Rise in demand -> Rise in investment -> Development 4. Multiple capitals will lead to equity in development across the state 5. Infact, the unequal development of the erstwhile AP concentrated around Hyderabad is one of the main reasons for the bifurcation 6. Reg. executive, legislature & dynamics of parliamentary democracy - LA sits for ~40 days on an average which is 15% of the total working days. This little number coupled with increased technology in the form of soft copies, video chats and high speed commute will have negligible impact on administration in the event of multiple capitals Do share your views so that we can have an objective & meaningful discussion.

1. Amaravathi capital area is located below the krishna river water level. If more water comes from nagarjuna sagar dam or rain and river bed breaks it will flood the area 2. The Amaravathi capital area sand is not suitable for high rise buildings . Even for small building 30 feet foundation with cement has to be done like present temperory secratriat construction . The cost is high for buildings 3. The Amaravathi capital area farmers are more kamma caste ( oc agriculture caste of chandrababu naidu) who are supporters of Telugu desam party. Out of 33000 acres by 23000 farmers, there are about 4000 kamma farmers given 18000 acres to land pooling. The farmers gave land for landpooling not for landacquisition means for each acre they get 1/4 developed land back ( with road, power etc by govt money) and will get annuity of 50000 per acre per year for 10 years and no capital gain tax in case they sell land. The 1 lakh farm laborers lost their farm jobs and left for job search and these laborers are getting paid 2500 per month for 10 years. Announcement of amaravathi capital made the 25 lakh price acre in 2014 to 3 crores per acre price in 2019. Naidu promised to make the acre land to 30 crores. 4. Before annoucement TDP party men purchased land in the benami names of white ration card holders ( BPL) . All these BPL owners are going to be jailed per modi's benami act . 5. Some of the TDP leaders and party men purchased land of sc/st land from sc/st for cheap price and they issued a GO allowing the sc/st land for land pooling ( sc/st land is not for sale not allowed per supreme court) 6. Till now andhra pradesh govt not given capital notification GO or gazetter notification because per state reorganization act of ap hyderabad is common capital for 10 years. Till 2024 all capitals of ap are temperory ( legally) and all govt documents go has capital as hyderabad and temperory capital address as amaravathi interim complex. 7. Per landpool agreement chandrababu naidu has to give developed land to farmers by 2016 which he is not able to do due to finance issues . 8. The small farmers want their land back and they can get their land when ever they want from govt with in 10 years per their agreement. The big farmer kamma landlords dont want the land back. The farmers are not asking for land back or water for land instead they are asking price rate for the acre land . This is the fact. 9. Per definition where ever is the secratriat that will be the state capital. In order to avoid legal cases in courts , ap govt is coining the three capitals actually it is moving the capital from amaravathi to visakhapatnam.

I think the panelists should also answer the issues like How can we receive funds for building a capital city which costs around 1 lakh crores? BJP promised 10 years of Special category status before NDA 1 elections, after elections cheated Andhra Pradesh saying that Financial Commission does not recommend Special category status (Even though it's recommendations are not mandatory), from the last 5 years we did not receive any special budget for Capital building ( Please refer to Join Committee under Pawan Kalyan). This step may not be better decision, but it is the only way forward, because Guntur - Vijayawada area is highly dominated by Naidus community, many of his political supporter purchased thousands of acres even before announcement of Capital city. Vizag is the only developed city in North Andhra, (Srikakulam, Vijayanagaram are highly undeveloped) and Rayalaseema is not developed by any of our CMs. The panelists lack Grass root levels problems, Big picture unable to cover all the dimensions, and instead of other state panelists, AP state IAS officers should have been invited. Two ex Chief Secretaries of A.P. who worked under Naidu themselves revealed about the frauds going on in Amravati through Media. IV subba Rao ex IAS and Ajay Kallam ex IAS.

I have learned that Andhra Pradesh is actually one of the most debt ladden state of India,their fiscal deficit is actually quite high,and as,most of the industries are now shifting their bases to Telangana,I don't know what kind of economics AP is going through. If you have enough money to invest in petrol or diesel by taking a drive of 8 hours,then why not you actually invest those money in developmental purposes. Ooooo, certainly by abolishing upper house,those salaries will be used in petrol..... Besides,I don't know what kind of role the Advocate General is actually playing in AP.

South Africa is a country not a state. No point in comparing the two. Also the reason there for establishing the 3 capitals were historical - apartheid and black slaves history.
