Need to Modernise Indian Air Force What is the need? 1. A derivative of threat perception and the kind of future wars India is going to fight. 2. Two front war faces India- Pakistan, and China. Earlier India had 3:1 ratio in terms of aircraft with Pakistan. 3. Netcentric warfare. 4.Aerospace kind of IAF which can take care of space assets or build in air space assets into the war domain. 5. Force multipliers- air to air refuellers, AWACS, Logistics, Communication networks. 6. Protect vast air space. 7. 42 squadron strength of fighter aircraft is sanctioned which translates to around, 900 aircraft. By 2030, MiG-21s, 27s, upgraded versions of jaguars only 500 aircraft would be left if India does not induct speedily. The rate of induction is slower than the rate of retirement. Achievements: 1. Off logistics- Air force has implemented - Integrated materials management system 2. Integrated Command and control system 3. Air refueling- being taken care of. 4. AWACS- used during Balakot 5. Strategic Missile system- Agni 1 to 5, Prithvi 6. Tiered and layered defense- LRSAMS, (Akash)MRSAMS 7. Brahmos, Chinook, Apache, Rafale 8. Infrastructure- Modernisation Air Field Infrastructure (MAFI)- Air Fields have been upgraded to all-weather, 24*7 flying capability, all network-centric capabilities available in those airfields. 9. issues of financial nature are being addressed- new DPP has been equated- a DPSO and a private sector at the same footing. 10. IDDM (Indigenously Designed, Developed and Manufactured) 11. Strategic Partnership Policy Procuring Process: 1. India seems to have an omnibus criterion. 2. eg: 114 aircraft single engine was needed but when the requirement was contested India went for twin-engine. 3. G2G to cut down the process by 4-5 years. 4. eg: Su-30 manufacturing is 1.8 times costlier than if we want to buy directly from Russia. Work done till now: For the past 19 years, the first proposal was to have Mirage 2000s aircraft which was not approved. MMRCA project was started and then it fell down. Challenge: 1. Its 3 phased- the life span of aircraft, technology development roadmap, industry production eg: AVRO was supposed to be retired decades back. The airforce came out with an AVRO replacement program. But the program ran in steep and there is no reason why the aircraft is not being allowed to be manufactured in India. Technology development roadmap not with India as public sector enterprises have never tried to collaborate with the Private industry. Private Players are seen as providing low-end technology and computation. Industry production is the real challenge- access to talent and technology, large gestation period for return on investment, enabling ecosystem. 2. India needs an indigenous inventory. 3. Tejas production is very slow, it is 12 aircraft per year. 4. India does not have the finance and quality standards required at the current time. 5. Order Inflow is a challenge. HAL Kanpur has a large manufacturing base but still no orders. 8. CAPEX is an issue. Reforms to be made: 1. Kind of aircraft- Tiered- Lightweight, higher role aircraft. 2. India needs foreign tie-up to come and manufacture. HAL tie-up with a foreign manufacturer. eg: G2G-> C-17 from Boeing and C-130 from Lockheed both came within a few years and were inducted. Foreign Company can set up a plant in India. 3. A multiplicity of several engines is the need of the hour. 4. India needs 3 production line at the moment to keep up the pace. 5. Large and intensive capital expenditure in aircraft manufacturing. 6. A collaborative effort from the government, public sector enterprise, and the industry. Broad-based the industry with private sector participation. The industry should be allowed to take the existing facilities on lease- develop skill talent, existing technology within and the government has given such authorizations already. 7. IAF should be allowed to choose the aircraft it wants in its inventory. 8. Self-reliant 9. Align our strategic policy to create Tier-1. eg: Japan: they have distributed the jobs among big players with mandatory regulations. 10. National Aeronautics Commission should be formed. Conclusion: Arihant Submarine- the hull was made by a private company; Brahmos- casing is made by Indian private company. Pick up the pace and bring a strategic culture. Trust private industry. Ministry of Defence has been forward-looking in 4-5 years.

Russian technology is third grade but cheap. Therefore India bought russian arms for decades as it did not have money to invest in better technology. While chiense technology is copied and hence serves as an expensive paper weight. India is way ahead of china and russia and equal to best in the world in areas of propulsion, aerodynamics, aveonics, navigation, control, seeker tech, missiles, materials, building autonomus systems, electronic warfare systems, radars, writting cutting edge algorithums, simulation, atrificial intelligence etc. Remember sucess of our mars orbiter mangalyaan mission was heavily dependent on having really advanced simulation technoligies. The entire journey from earth to mars wss validated inside computers. Mangalyaan space craft had a cutting edge artificial intelligence. It executed all of its functions and corrected any errors by itself without any human intervention. Recently a week ago there was a huge mishap in russoan rocket facility causing massive radiation leak. There have been many such incidents in the past. Curtesy of soviet era technology. When was the last time u saw isro rocket exploding or getting out of control. My guess is russia was testing one of its hypersonic weapons. Russia cannot build an export quality car and cant claim to do so as its verifiable. But russians can claim to make hypersonic weapons because no one can verify it. While India has a hypersonic surface to surface missile that travels 7 times the speed of sound in its aresanal. Both chiense and russians are cut from the same cloth. Technologically India is now a member of elitest group of technologically most advanced countries. India produces cutting edge space products with highest level of technology at cheapest possible price. Such level of precision and prefection is not seen in our western counterparts. All of this has been achieved with all sanctions put on us by western countires led by americans. But India doesnt brag about its capabilities. Drdo has mastered 4plus gen tech with tejas. We are only lacking in engine tech and most importantly lack of private participation in building defense system. Private companies wont come in until govt tells them whats in it for them. They only understand the language of profits and margins.

Wether it's Private industry or public what we lack is innovation,Domain of whole indian industry stamped as hub of cheap labour scaling unit. Do we have any product which we can this is most advance and innovative indigineous product in world right now in any field. Our private industry act as milking cow to create asset for their promoter and Public sector as comfortable zone for employee. Who is main culprit it ? It is us ,we choose who form gov., Gov.
