Demographic + biometric • The database under the NPR will be maintained by the Registrar General of India and Census Commissioner of India, Ministry of Home Affairs. • The data for the NPR was first collected in 2010 along with the house listing phase of Census 2011 which was further updated in 2015. • NPR’s objective is to create “a comprehensive identity database in the country with full identification and other details by registering each and every usual resident in the country" Census: • Single source of a variety of statistical information on different characteristics of the people of India conducted on the basis of the Census Act enacted in 1948. • Procedure: House listing & enumerating. • Provides detailed and authentic information on demography, economic activity, literacy and education, housing and household amenities, urbanization, fertility and mortality, scheduled castes and scheduled tribes, language, religion, migration, disability besides others Benefits: • NPR - Identifying beneficiaries. • Data would be put for use of all stake holders and users including Ministries, Departments, State Governments, research organizations. • Census data is a powerful tool for public policy when combined with other administrative or survey data. • Direct as well as indirect employment generation across India Concern: • NPR as a first step to NRC in India - objection by few. • Cost: 3.3Cr in Assam - but can’t be mercantile on national security. Sovereign state has right to know who lives in their state. • Data will be with the government - privacy concerns. • Duplicity of efforts - Aadhar & NPR? • Noncooperation by few states is a breach of federal structure as citizenship falls in List 1 of Schedule 7 hence states are bound to follow.

@@gouthamkbhupalam5978 I'm always in awe with Sai Deepak sir for his legal knowledge and precision, but having said that, it would be wrong to think whatever he says / his view points are always right. In some of the discussion he lack the practical aspect of the matter. For example in one of the CAA discussion concerning the center- state relation (Federal Structure), he contradicts his own statement he made in the previous debate. Law doesn't exist by itself, it is made through popular opinion and public sentiments before it is finally passed in the parliament. Therefore, while enacting any new laws or amending the existing law, it is important to take into confidence all the stakeholders who will be affected by such law. While CAA in itself is not a bad law and was long overdue, there was not enough consultation and hence lack of consensus. Some of the issue concerning CAA are genuine, for example Assam and Tripura need government assurance for their grievances. Also there is a question of discrimination that the government need to respond to.

If we keep allowing illegal immigrants in name of humanity, demographics will change before you blink an eye. Already this is happening in Assam and Bengal. Citizenship register is the need of the hour. It is supposed to cause trouble to illegal immigrants and it should as well. This TMC and Congress know that if this happens they are going to lose vote bank since for eg Mamta Banerjee is allowing Bangladeshi immigrants and Rohingyas to subside in Bengal and against this favour is asking for votes. Another example, go to bordering districts of Assam. You will know how it is bangladeshi dominated in support by some of our corrupt and imprudent local politicians.

My one point. If NPR is used for formulating better policies and targeted action plans,then why aadhar cards have unnecessarily been issued??? The point is why this duplicity of the same kind of exercise which have already done before for the same purpose??Aadhar card have been issued to almost all persons in India and their biometric data is with govt.If aadhar can be issued to an illegal immigrant..then what is the guarantee that NPR or NRC will be foolproof???We have already seen that some genuine people rejected and some illegal people got included in NRC in assam.Moreover once you prepared a final NRC,can you guarantee that no single illegal person will stay further in India or enter in india?? understand how aadhar is used in public distribution system, it's a biometric identity card which ensures that only a genuine candidate gets the benefit of a certain scheme, now how do u come up with a list of these candidates for a certain scheme? what is the total number of such people in a certain geographical area, what are the kind of schemes really needed for the people in a certain area, thats what npr does. it's just a list n not an identity card, moreover i got my aadhar years back but what is my current requirement is not stored on aadhar for which u need an updated list of the condition of people. now nrc is a proposed list of citizens of india, which should have been done soon after freedom but various govts kept postponing it considering the possible political fallout of such an exercise...but still a much needed exercise. having said that npr data definitely can be used for nrc.

If an Indian Hindu fails to prove, he is just an illegal, a non-citizen, how the heck can he prove he came from Pak, BD before 2014? if he can illegally prove that which involves IB, RAW, Home ministry scrutiny he could prove his citizenship also and then a muslim too can prove it so don't fall for these absurd reasonings. 1) Why does India need to spend its money on COSTLY duplicate exercises viz Census or NPR or Aadhar in order to built databases of people? why can't we try to improve one database for targeted schemes/security or any other purpose? 2) CAA/NPR/NCR exercises are not need of the hour when the country actually needs to recover from worsening economic situation. Govt should address concerns over official notifications issued at various points of time to link NPR and NRC. Also We can start these exercises after conducting all-inclusive wide range of debate/discussions both inside and outside parliament (but we bring acts first and address concerns of people later). NRC implemented in Assam had good intention to filter out illegal migrants but definitely with flawed implementation (Haven't we learned any lesson from it?). Why do we need to carry out NPR and Census independently? I understand NPR collects the data about anyone living or intends to live in India (citizens + non-citizens) and Census is only for the citizens. I also understand that while conducting NPR, government doesn't need any ID proof and the data is collected on the face value, which is not the case in Census. But can we not merge these two exercises? Anyone producing the ID proof will be asked the detailed questionnaire of Census. Anyone (obviously non-citizens), who is living / intends to live in the country but fails to provide the ID proof, can be asked general questionnaire of NPR and collected in a seperate list.

First read the SC's order. Government has the right to collect biometric data and use Aadhar for welfare schemes and prevent leakages. The privacy factor puts an obligation on government to prevent misuse of data and maintain its security.

Anurag Prabhakar there is no question related to parent’s birth, it’s not mandatory. Npr is list of citizens and non citizens, so it’s a supplement for the nationwide NRC, And regarding the privacy , as discussed in the debate. It’s upto the person, if he/she wants to enjoy the fruits of the govt and voting rights and be a beneficiary of the govt schemes And if it it leaked or used for voting mileage, it will be challenged in the supreme court and we have a separate commission for that, that is the Election commission.

I guess since most of the concerns have been addressed, I can shed some light on data privacy issues of the aadhar. UIDAI only stores your aadhar data. All of your PAN Card or other documents linked to that are not maintained at their end. It sits at the respective client's server. Plus UIDAI is one of the world's safest systems ever built. There have been few leaks but none of them was a direct breach into aadhar's database. Even chats are being used to analyze your personality, or your relationships with a person. All your browser search history is used by almost every website that you visit. It's ironical that a person using internet talks about privacy. One can easily gues your personality, your buying behavior, peoples you engage with, or even places your visit, your scores, your family, address using your Internet data. Stop using internet if you're concerned with privacy.

Sec 14 of citizenship rules 2003 imposes a discretionary(MAY) duty on central govt on NPR , but rule 11 imposes a mandate(SHALL) on Registrar general of India to maintain NRIC , contradictory rules lead to all apprehensions

NPR is necessary and a basis for knowing the existing citizens in this country and the cost for this exercise is justified. But if they are trying to do the NRC exercise and by infusing a lot of money for that is something very risky. Economy is not performing well currently and at this crisis situation, infusing money for such a big exercise for the sake of national security is not something that one will prefer.

NPR is to know 1) How many people inside the country - including new borns, foreigners who are living here? 2) Where are they are living for last 6 months 4) Where they intend to live for next 6 months (example: My AADHAR shows I am from West Bengal, but for my job I am living in HYD for last 4 years) 4) Who are Citizens and who are non-citizens (as such working on work visa, long term tourist etc) Can our AADHAR answer all these? In a 1.35 billion people's country (+ foreigners), internal movement and mix of people are very very dynamic and NPR exercise is absolute necessary to know the placement of people and how long they intend to stay in that place - this is needed to allocate budget for many government schemes, state budget, security etc.

NPR maybe used for NRC. So it is not mandatory. NPR can be used as a basis of NRC but it's up to the govt. That's is why Amith shah is saying that NPR and NRC is different. The govt is making a distinction b/w NPR and NRC. Before NRC we need to implement NPR because we need to how many people live in different demographic area.

A very carefully scripted discussion where only legality of NPR was substantiated and it was portrayed as a normal exercise that had happened in the past, conveniently leaving out questionable intentions of the govt in appending the questionnaire of NPR with questions such as parent's place of birth and children's place of birth . A very direct and valid question which should have been put forward to the experts is that could this exercise be misused by government to do head-counting of minorities and question there citizenship status without leaving them any opportunity for legal recourse
