In a relief to policemen in Tamil Nadu, the Madras High Court on Wednesday said that the state government should contemplate giving policemen a day off in a week, like other government officials in order to spend time with their families. While hearing a plea seeking abolition of the orderly system in the police force, Justice N Kirubakaran observed, “Every government servant is entitled to a one-day holiday in a week so that they can spend time with their families, likewise why shouldn’t the police personnel get a weekly off.” Exhibiting concern for policemen, the judge noted that policemen were forced to work round-the-clock, sometimes without any holiday. And this was one of the reasons for deviant activities of police officials. The court further noted that a conducive atmosphere should be created for the policemen as it would help keep the morale high in the interest of the society. It was stated that policemen along with their family members face stress and mental agony and it is necessary to have at least a day’s holiday which would be helpful for them and their family members. On this edition of ‘The Big Picture’ we analyse the challenges of police reforms.

By looking at Mr.Prakash Singh one can't say he is 82 years old...What a great personality...One of the finest civil servant of the country...Surely a motivation for joining police services.

This was needed from the very beginning. As a policeman I have to work throughout a week, sometimes a month without a weekly off. I desperately need to spend sometime with my family. Many orders and circulars have been passed in order to provide at least one off in a week or in a fortnight but all in vain.. Nothing worked on the floor. I really wanna thank Rajya sabha TV to raise this extremely important matter related with police. As a cop I am supposed to be polite while interacting with general public its literally not possible in such inhuman conditions for anyone but we still somehow manage our behaviour for the sake of Pledge we took to serve our country in every possible way. Great discussion.i would like to give my veiw here that our police department has to need more constable and officer ..only after we will able to provide them a condition in which our police department get a Little relife & can do with new potential.. with more energy

Bhagat Singh use to say I dont want a India in which "gore chale jaye or bhure aa jaye".. Looking at the politicians who treat policemen and civil servants as slaves I think he was right in his apprehensions.

Rushikesh Jogdand because in 70 years of independence we have not reformed our police services.. it was used by Britishers to control indian freedom fighters and their activities, they also use to treat them like slaves and now politicians behave in the same way.. Officers and policemen are transferred at their will and harassed.

The police force is far from efficient, it is defective in training and organization, it is inadequately supervised, it is generally regarded as corrupt and oppressive, and it has utterly failed to secure the confidence and cordial cooperation of the people.. In a landmark Judgement Given by SUpreme court in Prakash Singh vs Union of India case in Sept 2006, SC had issued several directives to State governments & Directed them to implement it.. some directives are- 1) Constitute Srate Security to ensure that state govt does not exercise unwarranted influence & pressure on Police personnel, Lay down broad guidelines & evaluate their performance independently 2) Appoint DGP through merit baded approach & give him security of tenure of at least 2 yrs...similar security of tenure should be given to SP, Commissioner etc.. 3)Separate the Investigation & Law and order functions of police..and Police should be relieved from additional duties like Traffic, Anti Enchroachment drive etc..There should be separate arrangement for that 4) Police Establishment Boards should be established to decide on matters of transfers, Postings, Promotion, Regualtion of duties etc.. 5)Set up Police Complaints authority to enquire into complaints into complaints made by people & make police department more accountable to people.. We need to modernise our police & make them ready to cater the varied & divergent needs of the time from maintaning Law & order to fight against terrorist attacks on cities, from General functions like keeping constant check on rising crimes to special roles of cracking down on Drug & substance abuse in society..This requires Political will along with bureaucratic efficiency to bring out our police system from the mindset of colonial era to people friendly more accountable modern Indian set up..Hopefully we will achieve it...

@Rstv.. You provide us with one of the finest discussions of the beautiful topics in entire India.. we follow you religiously. Due to time restrictions, panelists are restricted in making valid points or may not make their point completely. So my suggestion is host a discussion until your questions or debate is done and then edit the video to your time limit with all the important points covered in the debate. For ex: we can edit lags in the speech of panelists, cut repeated sentences or word. It might look mechanical but will be more useful.. Just a suggestion.. :)

Answering Organically to any problem , giving due respect to Humanity... curx that -a happy policeman will be a good policeman . A question is a not a question in isolated form it has inter linkages as well in order to solve we must think in a holistic way . Thanks RSTV for building humane concept ..!

Greatly disappointed with this discussion. Topic suggest that discussion will be on police reform. But what was discussed is only the working condition of police itself. Is this is the main reform needed to reform police?

Same is with armed personnel...they don't ask for privileges as they work as a motive to serve...same should be applicable to police also...pay should be increased of police personnel so that more youth will be interested to become police man.

Good one,but we want paramilitary also under One Rank One Pension. All MP's And MLA's have only 5 years of period, they got lifetime pension,but our Soilder's and police Men's worked entire life but NO pension.(As a Humanity concern police men also need only 8 hours duty)

Mr Subhash Chakma rightly pointed out that all we hear about is freeing police of political control but in absence of that how will accountability of police will be ensured? That's a moot question. We need legislative reforms in this regard especially in light of spate of encounters in UP.

As B. P. singh said "policing task is given on contact " ,I am very critical about politicians intentions not only in this case but also about total reform like recruitment, tech augmentation etc. Again funds given to contract leaked, law and order get biased, sovereignty and dignity of individuals and society are harmed. Police for the people not for the culprit, autonomy and accountability to the people not to the politicians is a particular concern.

In himachal police constables are not given full salary.... even we do 24 hours service... there is 8 year tenure set to get new pay band...

I thought discussion will be on real police reform, that is how can we separate police and politics. 2-and one more point that all these panelists are not addressing ,main problem is not housing problem main problem is the police itself(senior officer) . Even directly appointed sub inspector thinks him as Lord . More senior officer behavior towards constable is unexplainable. This issue is real issue for police reform. Disappointed by discussion

Mental stress: Train them in yoga, meditation, make them learn bhagawad geeta. They will be able to separate job and mental conditions. The game on the earth should be taken as the game of God. We can't do anything.

noor Jahan they are paid peanuts against the 10-11 hours they do the duty especially the lower staff and yeah they do live in slum like situations... Excesses more likely to happen if powers are given to stressed workforce

Is it humane to ask them to work for such long hours? Does paying more or less salary change that? Isn't it like diminishing marginal utility (task done vs salary paid)?

I'm sorry but NO sis.. they are not paid anything for their overtime . According to their service rules they are on duty 24/7 and the situation turns to the worse at times of elections , riots ,emergencies etc.. There is a need of urgent overhaul of the police service in india.
