Copyright doesn’t quite work that way in practise. Big companies will farm out the collection of publishing money collection to specialist companies who will look after all territories around the world. That company has paid for the right to collect publishing and take a cut. If an artist/producer starts undermining that by waiving it, the collection companies get pissy because they are losing out on income. Even artists need to ask permission from the publishing/royalty collectors to waive it for their own songs. Of course, the artist has some leverage - “waive it or i’ll use a different company” but the point is that it’s not the artist who can just wave a hand and waive the copyright. It’s the publishing collectors who have the initial say in the matter
