Changing effects(and forced opponent actions) being stronger than an effect immunity is an interesting sort of power creep, even if it's worded kind of poorly. Being completely unaffected by everything would be incredibly limiting for future card design if they didn't allow those kinds of wonky rulings. It's also probably why a lot of modern cards with effect immunities only apply them to ACTIVATED effects, though that isn't enough to keep some things like ExNoir from being annoying to deal with.

I love raidraptor but i don't have the monies or UR dust to craft it so instead I'll just share a funny win i got using the zombie structure deck some upgrades and skull servants shoved in. My opponent had Rising Rebellion. My skull servant package already got banished earlier in the duel due to getting a bad hand so i couldn't beat over any of the raptors and Rising Rebellion is unaffected so what I did was overextend like crazy then synchro summoned Red eyes zombie Necron dragon to get its attack to 4.1k. Beat over Rebellion then used Necro Dragon's battle destruction effect to steal Rebellion from the graveyard and kill my opponent with it

Funnily enough raidraptor can actually go for 4 towers and search both bright and claw And I swear it’s one of the funniest things ever You can run a copy of the phantom knights rum You do the same exact endboard you did in game 1 but use the 2 raidraptors in hand to overlay for another force strix Then opponents turn when you proceed the wise strix effect and you had no target you can get PKRUM and just make the second force strix another tower Otherwise if you drew any one of the 3 rum you do the same combo but could also summon that extra tower turn 1 And it’s really fucking funny

I love this deck, specially in a Maxx "C" environment, people sometimes play an out to a towers in underworld goddess, but they pretty much never have an out for three of them (ra sphere mode), so it doesn't matter if Maxx "C" helps them draw half their deck.
