Phil was being ironic, because everyone knows he plays tight and wouldn't raise with Q 10. The guy on the other hand had a Q 10 to add more to the joke and he called Phil's raise. Anyway, since Phil plays tight, the reason he got so mad is because the guy should've folded on the flop and not pray for a straight to come out on the turn or the river because that was very unlikely.

it can be, some times people will stick around for a lucky draw. For example if you get a flush on the flop, but do not have a strong high card you can can try to scare off anyone who only has one of the suit but would otherwise hope to make one on the last 2 cards.
