The leniency rests in the reality that Higgins NEVER actually "fixed" any frames. HE listened, but he did not DO anything. And if he and.or his family were threatened, he would at least have listened, in an effort to protect them. The folk who SHOULD be punished are the ones who wanted him to fix matches, and threatened his family in order to try to get their way.
