1) warming itself, 2)to dry off 3)getting rid of lice, knits, insects in plumage 4) evening out, thinning out wax in down for faster attacks to nearby common house sparrows who tag team it with smarts as he chases them all around while they take turns drinking water bully free. 5) last but not least, its doing that cool move just because it can, "look at what i can do ladies spread my wings and not fly, ha!"

I saw a bird do that once, and it was faking being injured to distract me away from it's young that were a few feet away (that I hadn't even seen)...
