I've heard somewhere, idk if it was Jewish tradition or not, but Jonah didn't want to go to Nineveh because they did something horrible to his family, and that's why he really didn't want to go preach to them because he knew they would repent and God would forgive them, and that's why he was so offended still at the end. Strong drink as opposed to the simply fermented juices. Think like the difference between a glass of prosecco and a jar of white lightning. You can get drunk off of both but one will take far more than the other. Drunkenness regardless is a sin, having a drink is not innately sinful.
