It seemed a mix to me. I remember when they first appeared on the show, the Breen seemed to have their voice effects mixed differently. Then at L'ak's funeral, it almost sounded like they were reusing audio files from DS9, and by the end of the season, the show was featuring a mix of both.

@@jaklinhyde For the same reason we, or at least I, watch the Sesame Street episodes with Elmo, Disney Pixar movies, and the Olympics. To talk with others, you have to keep up with popular culture. 🙄 I mean, wouldn't it be a shame if you and your friends were watching "Lower Decks" and laughing at an inside joke, but you didn't get it because you didn't know your STD? 😞
