The entire Max Payne series gives you no choice but to kill a lot of enemies. But in Max Payne 3 you can spare some people. In Chapter 13 (Police Headquarters) an enemy surrenders you can spare him, you can spare Becker (final boss) at the end of the game and also most the enemies that goes down after you shoot in their legs not actually die.

I guess it depends how you look at it. At the time when Max Payne 2 was made, it was originally intended to be the last one. The only reason Max Payne 3 was made was some higher up wanted to take advantage of its IP for another game release, out of the control of the writers. Well about Mona Sax .. if u play max payne 2 on easy and normal difficulty she will die in the end but if u play it on hard difficulty u would get an alternate ending like mona sax will be alive and thats an easter egg
