These mine dumps were created in the 40's and 50's. More than half of Johannesburgs roads are built on Tailings. Johannesburg was built around the dumps, not the other way round. When these dumps were built, places like Modderfontein were farms, I have seen the hand drawn mining plans signed off in the 40's. I work on these dumps and we are mining them daily and I can tell you that people are quick to blame the mines because they want money and don't take responsibility for their actions and decisions in life.

The mining companies are responsible for leaving a safe environment behind, but you can also see the mindset of the poor communities... "I know that this is toxic land, but I'll build my hut for free on it, then ask the government to give me a house instead". This level of entitlement is common in SA, partly because of the promises of free housing the ANC made when they came into power over 20 years ago, sadly corruption has made the politicians richer, and the poor poorer and less educated (which means they'll continue to be bought with KFC on polling day as they are in every election).

Hundreds, thousands of waste dumps are all over the city. Commercial property and houses are virtually and sometimes build on the dumps so yes try relocate the whole city. The dumps are really in between all areas and the city has surrounded all the dumbs everywhere. They've started to reprocess the dumbs, not sure where the waste is going as its mountains, maybe moving it underground.

Are the living there illegally or was the land sold to them to live on? If they are there illegally I don't see how it's the fault of the mine companies. If they bought the land they could argue that they didn't know the dangers but even then it probably wouldn't go their way. After all they moved in next to toxic waste dump, what did they honestly think would happen? My guess is the original people who settled thought they could sort through the waste and meek out a living selling whatever ore they found.
