I have seen this before. The horse isn't into just running to run, a loafer as my boss called them when I was working at a racing stable, but they do take issue with another horse passing and getting in front of them.

My pony was like that 😂 thoroughbred X Connemara. When he was having a lazy day and we were at a show jumping competition. I would take him to a quiet area have him stand still. Have my sister canter by beside him and let him do a jump start. He could never resist. And it sure as hell perked him up.

It’s just herd instinct. The horse didn’t want to run (maybe due to being winded or sore) but the instinct kicked in when another horse raced by. I see it with my horses in pasture all the time-I’ve even seen my horses go from laying down and nearly falling asleep to almost leaping off of the ground to take off after whatever horses are running past.

The horse wasn't exhausted. This is an extreme example, but this is a horse that "hangs" once he has the lead. A lot of horses love to run with a herd but they get clever and figure when they have reached the lead the race is over and they stop running hard, waiting for the other horses to catch up or pass them. Then they start running again. For them its a game. One horse that did this was the Kentucky Derby winner, Silver Charm. His final run for the wire had to be very carefully timed so he'd poke his head in front right at the end of the race. He won 11 races but lost 9 graded stakes races that way and millions in winnings.

I don't think it has much to do with wanting to race, but with dominance. The other horse was running and this horse wanted to be lead. The horse have no idea or concept of what a "race" is and just have natural instincts of being a dominant animal

It’s using the rein and hands , legs pushing forward to get the horse momentum, without striking out on the wrong leg I have seen Melbourne cup runners being hit over and over again with the crop , this jockey was calm obviously knew his horse, in New Zealand the ‘over the shoulder’ use of the crop is forbidden If there are excessive marks on any horse on the hind quarters ( or neck ) there’s an enquiry in the use of excessive use of the crop and force
