How do you not create a North Korean state of your company by forcing everyone to be scrutinised over every conversation they have....?

They are not punished as a result of the scrutiny, they have the chance to benefit from it. Also, Dalio himself, welcomes scrutiny and benefits from accepting criticism. This could be a N. Korean type nightmare for anyone lacking some humility because they would feel punishment without benefit.
