To be fair, to be "Certified Compatible" doesn't mean it's been seen by Valve in any capacity. They just have to be made within certain criteria, it was added a few years ago to streamline the curation process on Valve's end.

I'm pretty sure the Gold star on the workshop is awarded through a purely technical process. Valve isn't looking through the workshop and saying whether it's good, the submission process just reviews the item's encoding and data and gives it a gold star if it's convenient for Valve to add.
