I really enjoyed this tutorial as well and made the Grizzlybear and the Polarbear For the speckles on the polarbear I found that the inclueded brush under Elements, Driven Snow works very well too. Just make it a bit smaller and it's almost the same effect as the freckles brush.

Any workarounds for the pencil filter? My iPad Mini is incompatible with the Apple Pencil, so that feature isn't accessible to me.

Sure! Draw a selection with the selection tool, then use the "layer" option for Hue/Saturation/Brightness. It will only affect what's in your selection :)
