I don't think ninjas would wear this. They wouldn't even wear black. Rather dark green or blue. And in modern days they would wear military camo. The reason is that in non perfect dark conditions(the moon, stars, flames, etc.) still a little light is present and the surroundings reflect more light than someone who wears black, which leaves a very distinct silhouette. This effect would be even more prominent when wearing this kind of clothing.

Interesting philosophical discussion there. You could say darkness itself is a shadow, but then shadows (as we normally use it) are visible only in a bright place when it cannot be 100% dark.
