Fun fact: beside the Batman reference Arlrcchino design was inspired by Brau 1589 from greatest sci fi manga ever, Pluto by Naoki Urasawa and Osamu Tezuka.

Pluto was also inspired by Carlo Collodi "pinocchio".. Which i think you are right this is a reference to the manga/anime plus with the batman vibes as this video mentioned.. Which Atom/Astroboy is represented as P becoming a real boy.. And Dr Tenma is geppetto..

If anything, I view Venigni as the opposite of a coward. It's quite poetic, Arlecchino thought that by killing his parents he could break the man, much like Joker attempting to break Gordon in the Killing Joke, instead, he created someone like Bruce Wayne, someone who was going to do everything in his power to prevent a tragedy like that ever happening again. He may not have been physically powerful but he still fought with what abilities he had, his influence and wealth. Even then, he decided to take responsibility for something that wasn't his fault, and sought to take down the factory himself, even if it didn't quite work out. In many ways, he became the exact opposite of what Arlecchino thought he'd become.

Based on his usual cowardice, but willingness to go to his factory to try and stop the puppets alongside his notes indicating that he immediately took responsibility for the Frenzy even if it wasn’t entirely his fault, I would probably describe Vegnini as being a coward with a heart of gold. Looks like we’ve got our Lion for the sequel.

He’s also an extremely on the nose reference to Brau 1589 from Pluto. He even shares the same pose, and the spear. Even the fact that he will die if the spear is removed is from Brau 1589.
