Currently kenya only collects 1.8trillion in tax. It's total expediture both recurrent and developmental is 2.38 trillion. Recurrent expenditure accounts for almost 80% of that annually and is set to increase.

Kenya should be reminded of the Portugal, Spain, and Greece, you do not want to be in the same situation - you could ruin your entire economic gains that you achieved in the last ten. The current situation is simply and basically due to expenditure beyond the income. In this case, loans is an additional income with it's own constraints. Now with this total income, your expenditure is what comes to play. In this states situation I'm sure the government economists and financial analysts, among others, had government clear road map to the expenditure and definitely investment plan was part of it. My question here is simple, and I very sure it's the main issue that was not mentioned into the equation,.... The train had it's destination but was derailed by hijackers = CORRUPTION This siphoned the funds crippling the intended plan and so the destination of our country's economy. Dr. Ndii, our government has absolutely failed to deal with these criminals and so corruption rules and no matter what government borrows, be it a concessional loan or what, it's borrowing for the same criminals. ANSWER: DEAL WITH CORRUPTION FIRST AS YOU SEEK OTHER AVENUES TO REDEEM KENYA, Failure to that, Kenya is faithfully doomed.

Dr. Ndii you a brilliant mind and good analysis on our ecomomic/financial status. However I think the real problem is is not lack of technical minds in the government treasury but political opportunism. High level politicians and cabals who will forever frustrate the well meaning technocrats by coming up with white elephant projects and measures to line their pockets and forcing them down the throats of administrators. It's teribble what happened to rotich, thugge and others just because powerful figure had to force expenditure on dams that will never be built. Add all other Anglo leasing type projects and you realise it's high level corruption and not lack of minds that forces us to firefight ballooning debts. I pity yattani for inheriting an already terrible financial situation

Ndii is wrong and I can easily demonstrate how. Mistake no. 1; use of first 5 months of current financial year figures to draw wide conclusions. We were under lock-down! In statistics, we call that an outlier, (you couldn't travel from one county to another..without police pouncing on you). I am actually pleasantly surprised we managed to collect over 500b! Mistake no. 2; Tax as a percentage of GDP. He says we now have 11% available as opposed to 17%, when Jubilee came to power. What he doesn't tell you however is that 11% now is actually a lot more than 17% then. How? GDP was 5.4Trillion in 2013, it is 10 Trillion now.... and growing.. 11% of 10 trillion is more than 17% of 5.4 trillion. Mistake no. 3; Tax paying private sector is not growing... That is a blatant lie. Tax has grown from 800b in 2013 to 1.6 Trillion before Corona. Mistake no.4; Local debt, (ksh denominated) which takes almost 3/4 of interest repayment.... We should be celebrating that. Not condemning it. All over the world, as I write this, over 15 trillion dollars is invested under negative interest bearing arrangements. That will have a profound effect on things like pensions in future. Is it not a good thing therefore that our pensioners are earning a decent return, as their money helps us build roads? That is a sign of a balanced set up...a win win. Mistake no. 5. Under-estimating investment in infrastructure. Since Industrial revolution in England, internal communication structures have always been recognised as key to economic take-off. Kenya will not be different. The big problem however is that return on such investments is too slow and long-term. That is the 'square' economists at treasury and CBK are trying to 'circle'; as they juggle Chinese, Eurobonds, IMF debts etc. The idea is to try and buy time; as the slow trickle of returns gain momentum. These brilliant people in my opinion should be celebrated. Not vilified. Lastly China: Ndii is right they made a mistake.... by lending too much under belt and road initiative to people who could not repay. I struggle however to see how they made a mistake and those who took the money, (Kenya anyone!) also made a mistake? China in my opinion was behaving like a new bank coming to your town with doors and vaults open! Question is, should you should you not; take the money? Uhuru decided to walk in and help himself, (he would even have taken more to build SGR to Malaba, if they didn't stop him at the door!). According to some figures I have seen, the two leading foreign lending banks in China, Exim and development bank have cut lending from 75 billion dollars in 2016 to 5 billion dollars last year. That is a brutal slash! Some of our neigbours who were offered billions by China to build their SGR refused to take it. Now they are courting China, when vaults have emptied!

@@kevin85ify December tax figures have just been announced. We collected 166b. That completely blows Ndii's argument out of the water. At the beginning of the interview, he estimated revenue of 110b per month...a difference of 56b, (166-110)! For arguments sake, let us reduce that to 35b extra every month; (assuming December was an exceptionally good month). We'll have an extra 420b, (35x12) to play with in a year. That is almost enough to pay interest on the entire debt load, (Ndii said 450b in needed as interest payment on both domestic and foreign debts for a year).
