I read some comments saying that Shannon drowning her to teach her a life lesson was contradictive. But from my perspective, forcing Chise to drown was a very good way to show her that she does indeed value being alive. I've read that when people jump to their deaths and survive, their first realization is that they regret jumping at all.

this is such a great way to show chises transformation throughout the story, in the beginning she would not have cared if she drowned but now she has lived, not just living with elise but lived as a person and she will fight for her life because it is precious to her and she does not want to lose it such a big change from where she was in the first episode.

It depends, in very special cases, however, her point her was that she was to fight and find the will to live for herself because as a doctor she can artificially keep her alive, but that is meaningless without the will to live.

she was trying to prove a point to Chise, or more importantly, trying to get Chise to prove something to herself. Remember, Chise is suicidal in the beginning of the show, and remains depressed and struggles with a will to live for the entire show. What is being said here is that even if medicine can keep you alive, you wont get better unless you want to stay alive. Giving up will only lead you to more suffering. After all, you will drown if you don't fight to keep your head above the water. There in the land of the fey especially, you wont heal if you don't want to keep living, keep fighting. Its one of those hard lessons situations. The doctor knows Chise will fight back, she just needs to prove it to herself, so she will realize that her self doubt isn't getting her anywhere. Think of this as a mother bird kicking its chicks out of the nest in order to force them to learn to fly. The mother only wants what is best for the chicks, but she knows that the chick will never take that leap on its own.
