Ice can absolutely be colder in some places than others, the only temperature rule for ice is that (at sea level air pressure) it can't go above 0 Celsius/32 Fahrenheit but if the freezer is cold enough it can be way colder than that.

The German Empire of WWI and Nazi Germany of WWII were very very different in almost everything they did and for the reasons they went to war. Also the way the two wars played out could not have been more different. Also the participating alliances were completely different. In WWI Japan sided with the allies and even though Italy entered the war on Germany's side, it remained neutral until it flipped and joined the allies becoming one of the major contributors to their victory.

So if you have a drink with ice in it, after the ice had cooled the drink and ice still remains, it's always the same temperature, which is right at 32F (0C). It takes just a little bit more energy to push water to freeze and to make frozen water melt, so if the ice were significantly colder, it would just freeze your drink. Since your drink isn't frozen, you know that it's sitting right at 32F.

Ehhh but there’s a temperature gradient in the liquid between the ice and the environment. It’s true that ice will remain at 0C until all the liquid is frozen, but if she misspoke and meant to say the drink itself seems colder… eh. Well once you put stuff in the water you can change the freezing temperature. That's why the liquor stashed in the freezer isn't frozen. I think sugar can do a similar function as salt, and if you're at a PROPER diner, southern sweet tea is unfreezable.

There is no reason diner ice couldn't be colder than most ice. I must be below 32 degrees, but there is no reason it can't be colder. For example, I have to freezers, one of which is about 5 degrees most of the time and the other is -10. I've stored in those freezers would be different temperatures. If ice is colder, it will take longer to melt, so it seems like colder ice would be good for a diner. It drive me nuts to listen to them argue about the temperature of ice as if it's some unique chemical that can only exist at exactly one temperature.
