The conical rubber faced washer should be on rubber towards inner filter. You added the extra rubber washer so it should be fine but to be as intended it needs to be swapped. Also you can run a die along that rusted stud to clean it up. Not sure of the thread size but most likely a common American threaded rod size.

Why haven't you cleaned the corrosion on the casing and gave some coating so it doesn't rust again

Grease is unnecessary and can actually damage rubber seals. You also put the inner air filter gasket on upside down. The metal is on the outside/rubber against the filter. If I saw that air filter 1st I would not have purchased that machine.
