I grew up in Quebec, and we used to have a children's TV station called Canal Famille, back in the late eighties and throughout a good chunk of the nineties. It started out as your usual K-through-12 content and eventually expanded onto and refocused on teens and pre-teens. By the early two-thousands, it didn't have much in common with what I'd grown up watching and felt like an endless enfilade of YA soaps, either locally produced or with purchased rights. It now exists as VRAK TV, and it's pretty solidly anchored in the Young Adult market - especially now that there's a billion specialized K-through-12 stations you can subscribe to. As you can imagine, testing the waters with an older audience involved some weird off-grid tests. For most of my childhood, Canal Famille signed off at 8:30 PM and left the channel open for some sort of local Chinese community news bulletin. I usually went to bed when the screen turned fuzzy and then settled on these two prim-looking newscasters speaking Mandarin. Except one day, that didn't happen. One day, the station signed off and a local comedian who hadn't really took off yet sort of limped into the frame, dressed like you'd imagine an eightysomething slob in a stained bathrobe and too-tight whities to look like. He'd stare at the camera with a surly grimace and then just yell "IT'S LATE! GET TO BED!" like we'd been keeping him up. He'd limp away, actually cursing the whole while, and then we'd get two loops of the Canadian Anthem before the station would go dark for the night. As an adult, there's really nothing too scary about this. Keep in mind, though, I was twelve or eleven at the most and still squarely in the mindset that you shouldn't curse if you didn't want to disappoint people. To me, going from Ox Tales or Inspector Gadget to *this* was one heck of a case of thematic whiplash. Of course, Ontario's YTV was just starting to test the waters with the concept of video emcees, and we were just one or two years before Phil Guerrero would start "The Zone", which came complete with some truly bonkers CGI fill-in segments produced by Mainframe Productions.

more info about the selena video at 2:02 found on the tape was a pretty obscure ARG with a couple of videos that had secret codes. when deciphering these codes they led you to the download of 1 half-life 2 map each. the first one was a room with the camera locked, and when disabling the camera lock and exiting the room, there would be a screamer of the mutilated face from the video. the second map was a vent system that had a burnt corpse floating through. when being caught the game crashed. the third map was some sort of underground pipe system which had a room similar to the first map's. the fourth and final map was another vent system, but when finishing the maze it led you to a winding hallway with crates everywhere. when reaching the end of the corridor an armless monster started chasing you and it was impossible to escape. the game would again crash when being caught by this. the ARG has since gone unsolved, as the code to the last uploaded video was never deciphered. the maps are archived on the garry's mod workshop, and the videos are still up under "foundonthetape"

Out of all the scaretheater vids I’ve watched, this has to be the scariest one. I’ve been watching scaretheater for almost a year now, and normally, his videos don’t scare me too badly (I absolutely love scary videos/movies so I don’t usually get scared by them a lot.) I always get exited whenever he uploads, and I try to watch the new uploads whenever I can. At some point, I had stopped watching Scaretheater for a bit due to family and school business, and eventually came back to watching his videos sometime during the summer. I remember seeing this video pop up in my recommended and I was intrigued to watch it, so I did. And I’m not sure why, but I get so anxious every time I watch this particular video. I don’t know whether it’s the strange videos shown (ex. 1:10) or Selene Delgado at 4:08, or anything else in between. This video always gives me the creeps, and not the good kind. Sure, the “Daisy videos” analysis video (the one with the body bag and the weird music) was kinda creepy to me, and did kind of come off as unsettling. The dreamer’s heaven clip (later cut out of one of Scaretheater’s vids) was pretty disturbing to me, too. Eventually, I get over it, but that unnerving image of Selene Delgado in this video, the face and the face at 4:08 just plague my mind and it scares me. Her face is just terrifying either way, from how grainy it is and how old it looks, just AUGH. It really freaks me out.

Because she is looking directly at the camera, it creates the "eyes follow you" effect many pictures have had that has been remarked upon. This effect is because with a real human being, moving out of their line of sight will provide you with an alternative angle of their eyes unless they actively track you to maintain visual contact. However, with a two dimensional still image, your angle does not change the angle of the image. As such, any time, from any angle, that you look at the eyes of a two dimensional image, the eyes are "looking right at you", because the angle on the eyes hasn't changed at all, they are still looking directly at the source of the image, and thus when portrayed in a 2d image, the angle you always see is that of the person's eyes head-on, which you will only see with eye contact otherwise. I think these three aspects are responsible for the staying power of her image, as there are two unique traits which make the image itself unique in comparison to the average missing person image broadcast and the "always looking at me" effect is something which humans find innately disturbing because it taps into the uncanny valley effect (something being almost human, but visibly not human). A painting or photograph itself is obviously a painting or a photograph (although good paintings can make you think they are photography). However, when you add an extra "human" trait such as it maintaining eye contact, even entirely on accident, it causes an "unnerved" feeling in humans. With these unique traits which are akin to adding *bold text* to a text post in order to make that text "pop", in combination with a weird quirk of technology, the image easily stands out from a crowd. Even small differences can lead to stronger memory effects on an unconscious level, so these are definitely enough to do it. That said, the image could not be computer generated. You said 20 years ago, which I am uncertain if it's an exact amount or a rounded amount, but if it's exact then the image is from 1999 or so. Having watched _way too much_ Forensic Files both growing up and as an adult, I can safely tell you that a computer would not have been able to generate that image at the time of the report. I grew up watching cartoons on that channel, and tbh it has always been like that... even in the 80s and 90s they had really weird commercials during the night and at midnight they would get worse. It's just a really weird channel..... I used to get creeped out by a commercial that would interrupt my cartoons and show a burn victim with a typewriter sound in the background.... it still haunts me to this day.
