In The Division 2's Warlords of New York expansion New York is under threat. Aaron Keener, a former Division Agent turned Rogue, has taken control of Lower Manhattan, backed by four devoted and highly skilled lieutenants. Trained by The Division but disavowing its ideals, they are now the highest authority in town and the most formidable force the Agents have ever faced.
Play in single player or online co-op: a gripping new story, hunting down your nemesis. A level 30 boost, allowing you to jump right into the Warlords of New York campaign. A new open world in New York. A revamped progression system with a level cap increased to 40. New tactical options: exotics, gear and skills. Some people say “it’s pointless to have such a big expansion if RNG Wong be good, but honestly? While I completely understand the sentiment, I don’t care. I love this game’s lore and I genuinely wanna play Warlords of New York even if just for the story. AHH hunters are back !! i hope they add their outfits and just tiny bits of their lore but not too much hopefully Also the other " secrets " could be the so called underground faction since they were hinted at in the first game so maybe after 7-8 months they have matured to finnaly pop up just like we see in DC. just a thought.

The Peacekeepers are mostly civilians with former JTF. The JTF are in Midtown Manhattan.

Maybe I'm in the minority when I say this, but I hope we don't actually get to kill Keener in this expansion. His character is so intertwined with The Division's story, that I don't know if Massive and Ubisoft can pull off a villain like him ever again. My expectations? We get to be so close to finishing him off, but he escapes unexpectedly and that can lead up to a proper Division sequel or another expansion getting back on his trail.

They didn't. The White Tusk, as the fusion was called, only show up for Legendary Missions.
