2 terms wouldn't work for the House because of how it operates; it's a huge body, it shifts more frequently than any other US government body, and freshman reps have very little power. 2-term limit in the Senate can work, that's 12 years and Senators have a bit more individual power from the get-go, a term limit for the Supreme Court would be great, but in the House of Representatives experience matters so they need either a very generous term limit, or none.

I do think that the wisdom and skill obtained by long stints in the congress is invaluable. But I also think we need shorter terms. I recommend having term limits but then having each rep get a mentor or sponsor that is paid. They can campaign with them like a VP. The mentor should have no voting say but be part of the staffers.
