Do I take it that this naturally leads to the belief of predeterminism? If nothing is in change then perhaps the "illusion" of motion is predetermined beforehand?

Zeno's grain argument stating we cannot trust our senses is much more easily interpreted as "We cannot trust Zeno." All of his arguments drum down to making phenomenon below our threshold to observe, therefore they don't happen. Classic equivocation of something with nothing foundation for a lie.
