I guess ill be paragraph person for once. ***SPOILER ALERT*** So peter was preparing to ride off to invade swedan, Catherine was trying to convince him not to go but he started riding his horse across the frozen lake. Just as peter decided he didnt actually have to invade Sweden the ice broke beneath him and peter and the horse fell through the ice in front of cathrines eyes. The people closest to Catherine witnessed this event. On the carriage ride home Catherine tells everyone that she doesnt think peter is dead. She thinks the snow and the cold caused them to hallucinate. She forced her denial on the empire. She tells the nobles that her and peter are in the process of invading Sweden. In this scene she's finally accepting that her husband has died, or started to accept it at least. *Edited to fix spelling mistakes

So Catherine witnessed her husband (in the last frame) ride into ice on his horse and fall into frozen water. He died. She loved him and is denial he died. He often had fake people in his place and she’s using that as a reason to not believe he’s really dead. (He would often have fake Peters to prevent his death.) When the waiter mentions the salt it brings back the memory of the day he died and she finally comes to terms with the fact he actually died.

Peter III only sin was being raised at a young age by a psychopath that would throw her handmaidens into the ice tunnels and douse them with water turning them to statue. Catherine lost control of one of her lovers and he executed Peter in a cabin. Anyways Peter had no sexual interest or interaction with Catherine they were on neutral terms mostly but Peter lost control of his court and his fate was sealed by a more popular dictator.
