Actually hull break is broken for all vehicles with hull break. You can hull break any vehicle with 50 cals as long as they can penetrate the armor. In fact any shell can do it. Gaijin broke hull break recently.

Hullbreak should be fixed for all vehicles or not be in the game at all, considering how rng it is right now. Sometimes when driving M18 I tank shot after shot and sometimes someone yellows my engine and I die. So yeah, it is a broken mechanic in a way.

For the Puma there, you couldve switched to the Dshk on top if you have a key binded to secondary weapon, the commander/gunner view can see over that ridge where your main gun cannot. Works on all top mounted MG.
