Moro arc showed the human warriors fighting against the prisoners who are boosted by moros power, and the entire cell max arc was focused on piccolo and gohan, and even pan was pretty important to its story. But I do agree, kakumei utilizes other characters very well which is the main fault of dragonball as a whole, though theyre trying to correct it more.

When the Tournament of Power was airing, I always thought the Grand Minister's sinister smile foreshadowed that the Angels would betray Zeno by distracting him with the tournament, then assassinate him as the lower ranked universes fought. Then I thought the new arc would be the revolt against the Angels and upper universes by a 'rebel alliance' between the lower universes. Instead, I got Ribrienne and a tournament requiring no consequences (since the winner HAD to wish back the others anyway)...
