This is not only the Khazars. All historical references around the world have a consensus that all Turkic groups were white skinned and often red haired with colored eyes. Racial admixture occured mainly after Mongolian expansion. About the meaning, Haz or Khaz in Turkic means flame and dark red. AR means human. Its not related to Qazzaq. Qaz means bandit and freelancer. Qazaq means someone who does not regularly make his live through working.
