心を一諸にするという事です。後方支援の事です。一般国民でも有事の際にはいくらでも出来る事はあります、第一いきなり一般国民が今の進んだ武器体制に、協力できません。余計に混乱するだけです。自衛官が命を懸けてこの国を守っているのに、普通の国民なら何もしないでいられるはずが有りません。少しでも手伝いたいと思うのはどこの国の人たちでも同じでしょう。医療、通信、輸送、老人介護、修理、整備、調理、、国内に潜入している、多くの破壊工作員による、インフラ攻撃、同時多発テロ、、これらの情報提供や各地域のある程度の緊急避難行動訓練等必要でしょう。
