Thankfully I’ve always been an animal and outdoors person and had many pets as a child so it wasn’t ever an issue for me, it can be weird for some people though

Canada is territorial and is part of north America. Hence north Americansl falconry association and the federal test i believe.

When it's asking you region-specific questions, it's asking very broadly. I.e. in the ones worded with State, Territory, Tribe, etc., all of those questions you can virtually just change to "In the place you have a permit/are doing falconry..." It doesn't want you to answer the question based on state vs territory etc. Does that make sense?

A territory of the United States is a region that is governed by the US federal government but is not a state. Puerto Rico, US Virginia Islands.
