Earlier India and Pakistan were a single nation, we used to live, eat and celebrate together, but after colonization of British, they left be creating an element of segregation by their policies between the two religions which was further developed by some selfish religion manipulators, and India was divided in modern day Pakistan and India. During the division, Jammu and Kashmir Estate decided not to join any country and became a buffer between India for the moment (mainly because it was ruled by a Hindu king with Muslim majority public who was unable to decide which side he should join.) Later when Pakistan pushed forward voluntarily, to conquer the region with their army, which by the way turned inhumane and performed acts of atrocities worst than animals then the King realised his mistake and asked India for help, which was given to him only on the condition that his empire becomes the part of India. Later, since India managed to defend the state but Pakistan covered some portion it was divided in two parts "Jammu and Kashmir" and "Pak Occupied Kashmir". This issue has since been a bone of contention between the two countries for which Pakistan waged several wars, but everytime they faced frustrating defeats and they realised that they cannot win a war with India. After this conclusion they decided to follow the tactic of "Bleeding India with thousand cuts". The Pakistan Intelligence called ISI henceforth provides unofficial aid (in various forms: by intelligence, money funding, and military training) to terrorists who in the name of jihad perform acts of terrorism in India, to create turbulence and fear in public and to break their belief in governance. One of these act of terrorism is portrayed in this series, dramatically though. India by the way shares officially borders with 8 countries: Most of them are not so friendly, and two of them: Pakistan and China especially hold enmity towards India and its development. So we see regular cases of Foreign state (country) funded internal security threats. It is only the might and desperate efforts of Indian Army (Navy, Air Force included) and other paramilitary forces, intelligence agencies that these incidents are now being contained in check. Otherwise the situation would have been dire beyond imagination! Hope it helps you understand the security situation of India!
