Little Nobody was the only one who had no idea what Dom was capable of, he let Dom break the encirclement and expected Dom to be defeated by a PIT maneuver. He looked like a mall cop being assigned to a special mission. Edit: He also seemed to like the idea of catching Dom on his own instead of working as a team, which made him look totally out of depth. Like I said before, he expected Dom to be defeated so easily.. a mall cop going against the most notorious street racer isn't gonna end well for the former.
