Chris could have done Nugget Bridge and checked Bill's house backwards to give Shen the shortcut. Was probably not easily accessible anyway, and at the end, Shen was actually ahead. But it is something to keep in mind, particularly for this check.

I’m curious why the bottom two houses in the starting town aren’t random, they aren’t important buildings, they’ve got nothing important in them.

my guess is because you can enter them before first pokemon and it could break some stuff
