But at certain times of the year, the water up the dam is not very high but the tide outside (on the left) is higher so in such situations, the loaded barges now goes with the flow. The confusion occurs because you changed the view to the opposite direction so it now appears that the loaded barges are coming out with the flow. Anyway, thanks for clearing that up.

Why don’t they open more gates? I understand the dam is there to stop salt water from passing the dam creating more fresh water upstream.
