Hello. I'm surprise to do not see "Robert Surcouf" like Corsaire in this game. He was the one of the best Corsaire in history. poor on the ground i think but amazing for sea skills.

So far the game has only progressed up to 1730, so we haven’t had a chance to see Surcouf enter the game yet! :)

The French had arguably the best military in the late seventeenth century, the Dutch and British seemed to think they were overpowered back then too

I don’t know if there are plans for alternative starter sets. But the french along with the Native Americans (now that we have north american natives) can definately have different sets because there is a lot of heterogeneitity between factions nd the units they use.
