Maling mali naman kasi walang exception na ibinigay ang RA No 11032 sa coverage pero sa IRR may excluded offices at inilimit pa sa Executive Branch lang. The law should prevail over the IRR. Hindi naman dapat ho ata pedeing gamiting separation of powers kasi Legislative at Executive ang gumawa ng batas. May plenary power po ang Congress.
