A quick google search shows that Defense is the 4th highest budget in the government. The top 5 are: 1. Department of Health and Human Services 2. Social Security 3. Department of Treasury 4. If the Gorosei have an order, then I would guess it's the order of planets: Mercury (1), Venus (2), skip the Earth, Mars (3), Jupiter (4), Saturn (5). This might be unrelated to their ranking or seniority.

So, with your theory, if Saturn is the last Gorosei to be added to Imu's collection of "worthy" Celestial Dragons, he cannot have been recruited within the last 900 years. He knew Nika personally. Like first name basis personally/haven't seen you in a hot minute personally. Either Joy boy returned within that 900 year time gap and nobody knew, or the Gorosei are 900+ years old.

Tekking, when I first saw the 5 in the ring for Saturn I thought the strength/rank is in order from how far you are from the Sun in the solar system. So it would be in order Mercury, Venus, Mars, Jupiter, then Saturn. Could also argue that it’s based on how close the planets are to Earth considering their disdain for the Sun God. In that case it would be Venus, Mars, Mercury, Jupiter, then Saturn.

The numbers, assuming it is different, could also be based on the order of the planets after which they are named. Going from which is closer to the Sun. Mercury - 1. Venus - 2. Mars - 3. Jupiter - 4. Saturn -5.

Idk if someone already theorized it already, but if you skip Earth, Saturn is the 5th planet from the sun. So the others would have their associated place in the solar system (Topman Mercury = 1, V. Nusjuro = 2, etc.) in terms of the number for their summoning circle.

What if the gorosei (as suggested by Saturn) look older when using their fruits because using them is so stressful that it wears their bodies out. We know Oda likes the shortened lifespan trope to signify risky powers. That might be why they rarely do anything themselves. Maybe, immortal or not, overusing their powers will age them to death.

I have to believe that the Op-Op fruit is so expensive, equivalent to a Yonko bounty, because it is used to make a new gorosei immortal. as we've seen the government isn't able to just control where a devil fruit comes into being, and struggle to find a specific fruit, though the gomu-gomu fruit was a zoan which made it even harder to find.

I think their order of joining would be in order of how close certain planets are to the sun. The "Sun," in this case , is Joyboy, who we assume ate the Nika Fruit. Also, I think that those closest to the "Sun" likely lived nearest to when Joy boy. It would also make sense to say that those who lived the closest to the Void Century are more powerful, as we generally see Topman depicted in the middle when the gorosei are shown side-by-side 1. Topman Warcury 2. Ethanbaron V. Nusjuros 3. Marcus Mars 4. Sheperd Ju Peter 5. Jay Garcia Saturn It's interesting that we don't have earth depicted with the gorosei. I'm not sure what that could imply, but it's something.

I’ve always had the theory that each Goroseii were around at the same time and had the immortal surgery, but some look younger than the others because they had someone do it to them first. We know the immortal surgery kills the user, so then they would have fruits nearby to respawn, then have a doctor or someone eat the fruit, get used to it then use the surgery on the next Goroseii in line. Aka one gets the surgery, then the next might take a few years then get it and so on. Makes sense how some look younger but don't have that mentality of looking down on a younger member.

Venusjuro also makes some sense as the first since if Imu's supposed to be Earth, then it would make sense, since Earth and Venus are opposite twins, since they're the same size, except, one's too poluted while the other's somewhat clear. Edit: Also, the US Department of Agriculture wasn't founded until the turn of the 20th century, as agriculture wasn't intially that important, it was just, as the US expanded, agriculture became more of a priority, so a new department was needed. So, for Agriculture to be added later in the One Piece World makes some sense since it means the whole thing began to expand and they needed someone to govern the agriculture.

The fifth planet from the Sun excluding Earth (since earth represent Imu) is the planet Saturn. So if we follow your theory in order with our solar system, Topman is the first Gorosei that Imu recruited, the second is V nusjuro, third is Mars, fourth is Jupiter, and lastly Saturn.

Headcanon in progress: JoyBoy/Nika body and soul were split. His soul ended up residing in a fruit. His body is in Imu's cold chamber with the hat. I think they extracted his lineage factor, it could be where the regeneration comes from.
