I have a personal theory why Kuma went to the Foosha village. Remember Ivankov's flashback about his brief conversation with Dragon about how he always faces towards the Eas Blue? Maybe Kuma had a similar moment with him. Maybe one day, Kuma found Dragon facing his hometown and he was smiling, something like an ear to ear grin. Kuma never saw Dragon smile, so he asked him about it. And Dragon says something like: "I never told anyone this, not even Ivankov...but I have a son. But due to circumstances I felt it was the best I leave him behind. I wanted him to choose his own path, not walk the same I do. But the moment I held him for the first time...was the happiest moment of my life. And whenever I think about him I can't help but smile." Probably not exactly that, but maybe something similar. And now, after all this time, being a parent and now soon having to lose his own will, Kuma decided to go to Dragon's hometown and see Luffy for the first time. Kuma obviously already knew about Luffy being Dragon's son in Thriller Bark, so I thought this might be something that Oda's going for.

Everybody talks about the fact he went to foosha village but nobody mentions that it’s also Dawn Island. Luffy is from both. Foosha is just one village on Dawn Island. It also has the Goa Kingdom where Dragon and Sabo are from. Dawn is obviously related to the Sun god so maybe Kuma knows something special about that island in general and visited it before he lost his free will

*Crazy theory* Maybe the government learns of Luffy having the gum gum fruit when he was a child but out of respect for Garp they tell him that they plan to kill his grandson. Upon learning that Garp begs them to let his grandson live in exchange for him to train Luffy to join the marines and ultimately a weapon for the government. That could explain some of Garp’s desperation to raise Luffy into a marine.

Oda has pulled the bait-and-switch with plot and lore elements so many times by this point that I'm almost certain he will leave that to be revealed at a later point in this arc, probably when Kuma actually arrives at Egghead.

my theory is why Kuma wounded up in the East Blue is because for years he's being in the Revolutionaries he's aware of Dragon looking to the east, so he maybe went there to try and find if Dragon has family there or find out more about Dragon, like before he loses his humanity he wants to know if Dragon does have a kid or had a wife etc.

Kuma knew Luffy was Dragon's son at Thriller Bark, which means he had to know before Luffy's parentage was revealed at the War of Marineford. It is much much much more likely that this was just meant to show how Kuma *almost* met the one he always wished to meet, but the WG sent him away, contributing yet again to the tragedy that is Kuma's life. People don't travel around the Blues using Log Poses, they just happen to find new islands by sailing around. Kuma doesn't need a specific reason to be at that specific island, anyone that is sailing around will stop by an island they see to restock supplies (and Kuma's letter to Bonney suggests that he is traveling around exploring all sorts of places). Isn't that how Shanks eventually found his way to that island too? Unless we're all suggesting Shanks went there on purpose too, which would also suggest Shanks somehow knew of Luffy before he even went there (which makes no sense)

Luffy and him have a conversation and it's normal,they get outside and talk and Luffy looks at him like he's never seen him before and with so much animosity. I'm 100% sure it's all about the timing. The Gorosei are worried because they know "THAT DAY IS CLOSE". The day Joyboy returns. But it's not just any day, I'm sure it has to be during a celestial event. Something like an eclipse or a that thing when the planets line up once in 1000 years. That's why the govt had the Gomu Gomu fruit under a lock and key. And the celestial event also makes sense in the context of Gol D Roger laughing at the One Piece. He was too early bet he knew he wouldn't live long enough due to his illness, so the next best thing was to give the middle finger to the Gorosei and start the Great Pirate Age. Or at least that's what's been brewing in my brain ever since I saw that cross in the church.

What if Kuma’s mission was to identify who the new inheritor of the straw hat is? The world could probably track Shanks through the newspapers and see that he no longer wears the straw hat. Gorosei and Imu knowing the true history of the straw hat (big frozen straw hat in Mariejois) probably want to know who the new big upcoming pirate will be?

We’ve seen Kuma show a very broad range of emotion in this flashback, he’s had pretty much every expression you can imagine, but the one thing we haven’t seen him really do is laugh. He started to when Clap did the sun god dance, but it was very much cut off. I reckon Luffy will make Kuma truly laugh for the first time.

I can definitely see Shanks being crowned pirate king in the news paper before Luffy. Setting off a huge battle on laughtale when everyone else finds it afterwards. Rougly arriving at the same time all the yanko and some gorosei might try to intervene

I think that they sent Kuma to check who was the user of the fruit. Heard that it was just a kid and he was hyper but not dangerous and they just wrote it off

We don't know if his connection to Dragon was known, but it's pretty easy to find the connection between Garp and Luffy. Maybe that's why the government didn't care, Luffy was a grandson of a high ranked Marine, Garp was trying to get Luffy to be a Marine, so they thought they might 'get' the fruit that way

I really like the idea that Kuma's mission to the East was to find out what happened to the gum fruit, but I feel like they would send Ciphor Pol to find out not Kuma, a guy they know worships Nika and who they think is only working for them for blackmail reasons

You have to consider that a random kid having the gomu homu no mi is better for the goverment than KAIDO or Shanks having it, it is like 20 to 40 uears of no fruit to chase or worry about. Even if they want to have their eyes on the user.

Well, Kuma knew about Luffy and helped him at Thriller Bark, that’s before Ivankov learns that Dragon had a son. So Kuma at least knew something important about Luffy to do what he did at Sabaody.
