"Achtung" in the strictest sense can be used in both of these ways, yes. But "Achtung" as in "attention" is much more commonly used in the military. You will not hear someone outside of the military use "Achtung" to ask for attention, because "Achtung" in this context is very demanding and as such impolite. We tend to ask for someone's "Aufmerksamkeit" (

Now that i think about it, germans (like me) who are playing nowadays use a mixture of english and german (we jokingly call it ,,Denglisch“) to communicate. I dont think i‘ve heard Americans or Russians using a mixture of their native language + german (or any other foreign language)

Americans usually only mix languages if their family speaks more than one...this happens mostly when the family has parents or grandparents that immigrated from another country. The most common languages spoken outside English are Spanish and Chinese (Cantonese or Mandarin) but most white or black Americans don't speak a second language because there isn't much reason to learn one.
