I believe the mission tactics wording is to block non Deathwatch space marine units from getting mission tactics.

This one is super weird because it was worded that way in the old Index before the units had Mission Tactics on their datasheet. The wording is entirely because they reused the old document. I’ve spun it a million ways and think it just needs an FAQ

do deathwatch gain the new +1 to wound for space marines? or do they count as beeing special like blood angels and stuff

Death watch is a separate faction, so if you include any units with that keyword you won't get the +1

how does toughness work with these units? lets say I shoot a talonstrike kill team, and Im on my wound roll, do I treat them as a T4 unit, or a T6 unit?

It is in the rules. You use the majority
