To be able to release Lion King in Germany and South Korea, Disney had to say that "Be Prepared" was inspired by both, which is true. So yes. The info that does get out suggests he's further consolidated the regime's power through building more 'camps' and executions in some areas have increased with more crimes now punishable by death. He's also built theme parks for his wealthy compadres. And executed members of the party who suggested a move to a more democratic society. So while I understand your point the evidence I've read suggests he has no interest in upsetting the current status quo and will not gradually introduce measures to ease the grip of the regime's power.
