Yep, Mirage basically says so in her introduction scene where she says to Syndrome's soldiers that they're changing targets. The Omni-droid Bob fought led him to a volcano, and it was established that Frozone's powers don't work in hot and dry environments. The KRONOS computer even has his location known.

I am gonna say it, syndrome a.k.a ''buddy'' was a menace in this movie, bro was committing a MURDERING spree of superheroes, sending a giant robot to destroy the city, torturing Mr. Incredible, and getting his entire family involved and capturing them, had one of the most terrifying deaths I seen in a kids movie, has the coldest lines for a supervillain, and most importantly committing straight-up admitted Child-kidnapping for a sidekick all because he wanted to become a superhero, look me in the eyes and tell me that wasn't actual villainy right there.
