The reason why they keep them as you said, "benched and away from as much covenant activity as possible" is because of budget-related reasons. Kiki said that they wanted to do lots of Fall of Reach but in the end, they kept it contained to just one episode because it would have blown their budget. This really would have worked better as a big-budget blockbuster movie. Paramount+ as a streaming service is losing millions each year so they're not super enthusiastic about putting more money into the show.

In the games chief doesnt get his armour removed from halo 2 till the end of halo 4 cus its like a whole process you need special equipment and everything and the big machine. As a huge Halo fan I was terrified to watch these until I was visiting my parents and they said it was good. I'm glad I gave it a try and honestly, Master Cheeks is a pretty cool dude. Although they don't follow the actual lore to a T, they do include a lot more than I expected and they do a great job at implementing tons of Covenant and UNSC weapons/ships from the games. I basically view it how I used to view Star Wars EU material before the lore change.

If you like the show from just a visual standpoint, then thats fair. The practical effects, costumes, props, vehicles, all look fine. Its the script, the writing and characters that I just can’t bother with. At the very least, Henry Cavill cared enough to leave the show when had no chance of redemption. Halo doesn’t seem to have anyone like that.
